The letter describes White's idea for the construction of a floating harbour at Melbourne, Australia, suitable for docking the Great Eastern at and his hopes that the construction of such an harbour would advance the cause for Mebourne to become the Australian docking port for the Great Eastern. The letter describes White's intention to build several individual floating harbours which could be combined to fit the Great Eastern, explains how each harbour might be constructed and details his calculations for the docks' dimensions and weights and for the total cost of building the dock. White asks for Brunel's opinion on whether his plan is potentially a good one and whether Brunel thinks the Eastern Steam Navigation Company might take shares in any Dock Company that White might form to finance the building of such docks.
