The letter also discusses Smyth's improvements to his observational instruments, the progress that he has made and the elements that are successful. The letter also describes the construction of various elements of the instrument, which includes three parts: a stand, an artificial horizon and a circular instrument and compares Smyth's ideas with existing instruments or theories.
