The letter reports on the progress made on the construction of the hull of the Eastern Steam Navigation Company's 'great ship' since Russell's last report. The report details the parts of the ship that have been worked on, the sort of work that has been carried out and their state of completion as well as some of the quantities of iron that have been used. The report also details the improvement works to Russell's shipyard to accommodate the construction work and the improved machinery that he is using. The report also details the quantity of iron that has been purchased and is awaiting fixing. The letter also mentions that Russell has signed a new agreement for the purchase and delivery of iron for the project.
