The letter describes the progress that Smyth has made on some naval instruments which he has been designing and on which he has been experimenting. The letter describes some of the changes that he has made to the instrument and the principals behind some of these changes and mentions that Brunel's proposal might allow Smyth to test how well some of these changes work.
