The letter describes the old tonnage law and the difference between the tonnage figure arrived at by the old law and the new law and explains why Russell cannot give a tonnage figure for the proposed Eastern Steam Navigation Company ship under the new law until they have decided on the shape of the new ship. The letter also invites Brunel to witness the launching of the first North of England ship which Russell has built.
